Capacity

The legal maximum occupancy of a space, set by fire code and confirmed by the venue, and it is a different number from how many people you’d like to fit or how many chairs you can borrow. It changes with the room setup, since theatre seating, banquet rounds, and standing room all produce different limits in the same hall. It is also the number your registration cap and your overbooking math are built backward from, and complimentary tickets for sponsors, speakers, and press eat into it like any other head. Practically, capacity is what fixes your scale band for a given event: ambition doesn’t set your band, the room does.

US codes commonly require trained crowd managers once attendance reaches 1,000, for example Virginia’s Statewide Fire Prevention Code §403.3 (firesystems.net on crowd management responsibility).
